今年全国海关通关一体化改革的亮点是“两中心三制度”。核心是两个中心：风险防控中心和税收征管中心；海关实施“一次申报、分步处置”的通关管理模式。对企业来说，这次改革，可以使企业能够享受几项红利：一是可以选择任意地点进行报关，消除了申报的关区限制；二是海关执法更统一，在两个中心的处置下，全国通关的政策和规定在执行标准上更加一致；三是效率大大提高，简化了口岸通关环节的手续，压缩了口岸通关的时间。未来最终会实现，海关所有业务现场，可以像银行网点一样，“一窗通办”所有海关业务。海关的全国通关一体化对报关行业即是一个挑战，需要报关企业必须提升报关质量、效率和诚信，并且要得到政府和市场的认可；同时也是一个发展的机会，报关公司不再受区域和时间的限制，可以代理全国任何一个口岸进出口的业务，服务范围和延伸服务的机会更多了。
